Netflix has confirmed that both Kathryn Bigelow and writer Noah Oppenheim intentionally withheld details about the source of the missile. Whether it was a nation, a terrorist organization, or an individual submarine captain is unknown. The filmmakers intended for nuclear proliferation to act as the film’s antagonist.

“Even in the best-case scenario, if you have a president who is thoughtful, responsible, informed, considerate, asking someone, anyone, to make a decision about the fate of all mankind in a matter of minutes while he’s simultaneously running for his life is madness,” Oppenheim told Deadline.

The story depicts the moral and political dilemmas of confronting the nuclear threat. Military officials such as General Anthony Brady and Deputy National Security Adviser Jake Barrington offer conflicting advice, one urging retaliation and the other caution, as the missiles head toward Chicago, making it clear that some decisions cannot be rushed.
