The Brihanmumbai Municipal Corporation (BMC) has initiated strict action against filmmaker Aditya Dhar’s production banner, B62 Studios, over alleged violations during Mumbai shoots. Citing repeated violations of the conditions, the civic body has recommended permanently blacklisting the production house from seeking filming permissions in future, according to a report in The Indian Express.

According to BMC A ward office officials, a letter has been sent to the Deputy Municipal Commissioner (Zone 1) proposing that B62 Studio be barred from applying for shooting permission through the state-run portal managed by the Maharashtra Film, Stage and Cultural Development Corporation Limited.
Alleged violation during February shoot
The controversy stems from a shooting conducted between February 7 and 8 in South Mumbai, specifically between Modi Street and Perin Nariman Street in A Ward. Schedule permission was given on 30 January through the State Film Corporation.
However, officials allege that the production team violated police conditions, which explicitly banned the use of firecrackers and flammable materials on the set.
Following these alleged violations, an application was submitted by Komal Pokhriyal seeking permission to shoot on 13 and 14 February. Citing prior violations, officials rejected the request.
Second incident and seizure of torches
A new application was later filed for filming between 12:30 am and 4:00 am on 14 February. This time, conditional approval was granted after the applicants assured officials that no inflammable material would be used.
Despite this undertaking, police reportedly received complaints at around 12:45 am on 14 February regarding the use of flammable torches during filming. A senior BMC official said civic officials reached the spot within 15 minutes and confiscated five burning torches from the spot.
After the second alleged violation, the applicants reportedly informed the authorities that the fire-related scenes would be created using visual effects (VFX).
Proposed penalties and blacklisting
Apart from recommending permanent blacklisting, the civic body has proposed imposing a fine of Rs 1 lakh for allegedly shooting on the rooftop of a building and deploying two generator vans without proper authorisation. The security amount of Rs 25,000 deposited by the applicant has also been confiscated.
The A ward office has sought approval to formally register the seized items and take penal action against the applicants – Komal Pokhriyal, Nashir Khan – along with B62 Studios.
If approved, this action will bar production houses and nominated applicants from securing future filming permissions through the State Film Corporation portal.
