About 2 weeks after the VFX issue, temporarily stopped the advance booking of the much awaited film Jolly LLB 3 In PVR and INOX, on 30 September, 2025, the Competition Commission of India (CCI) directed an inquiry against PVR Inox Limited on allegations of misuse of its main position to continue the virtual print fee (VPF) on film producers. Meanwhile, the allegations against UFO Movies India and Cube cinema technologies have been removed, as similar issues had already been dealt with before.
Jolly LLB 3 -VPF disputes, PVR Inox investigated the investigation by India’s Competition Commission
The case was launched by the Film and Television Producers Guild of India, which represents around 170 manufacturers. The guild alleged that in the mid -2000s, VPF had introduced to help infection from Annatog to Digital Cinema Projector, considered a temporary remedy. Globally, Hollywood growers stopped paying VPF after 2018, but in India, the practice of more than a decade continues to be practiced in 2014 after complete digitization of theaters.
According to the makers of the manufacturers, this released levy puts an inconsistent burden on small and medium producers, while select Indian players such as large Hollywood studios and Yash Raj Films and Viacom 18, enjoy discounts under “Sunset Claus”; It is a different case that both these banners also had to pay VPF for their films this year, including Jolly LLB3. Nevertheless, the guild argued that it was for competitive and discriminatory practices.
While UFOs and Cube, India’s largest digital cinema providers, on locking exhibitions on special contracts and collecting VPF, CCI said the CCI said the issues were already addressed in the 2020 order (case number 11). Therefore, it decided to close the case against them under Section 26 (2A) of the Competition Act.
However, the spotlight fell on PVR Inox, with more than 1,700 screens on India’s largest multiplex operator and about 30% of the national box office share. The CCI noticed that the PVR “Exhibition of films” in the multiplex theaters “holds a prominent place in the market and the Prima Facial evidence shows discriminatory treatment. It was discovered that about 70% of Hollywood release was not given VPF, while Indian growers were continuously bill.
The CCI has ordered its Director General to start a detailed investigation in the practices of PVR and submit their reports in 90 days, while implementing this conduct, inappropriate and discriminatory situations, while violating this conduct, Section 4 (2) (A) of the Competition Act.
