The National Green Tribunal (NGT) has rejected an appeal challenging the renovation work in Mannat, a prestigious maritime residence of superstar Shah Rukh Khan in Bandra. A petition filed by activist Santosh Dundkar alleged that the Maharashtra Coastal Zone Management Authority (MCZMA) had incorrectly provided the coastal regulation (CRZ) withdrawal for renewal earlier this year. The project was approved by MCZMA on 3 January.

The NGT bench, in which Justice Dinesh Kumar Singh and Dr. Vijay Kulkarni is involved, dismissing the petition in the entry phase itself, stating that the appeal “had no force.” The tribunal mentioned that the proposed construction collapsed under a CRZ-II region, which is located towards the land of an existing road and fixed structures, which allows work under the coastal regulation area notification, 2019.
The bench also observed that the Mannat was already present before the grant of the CRZ permission, and only two upper floors were included in the renewal schemes – the 7th and 8th – to make a duplex flat with an internal ladder above the existing 6th floor. Once completed, the building will include two basement levels, one ground and eight upper residential floors with a total height of 37.54 meters.
According to the withdrawal, the plot housing vow (CTS 859, 860, 861, and 862 of Bandra H-West Ward) falls in a residential area according to the Development Scheme (DP 2034) and is not reserved for public use. The proposer of the project has also obtained the plan approval from the Bhanambhi Municipal Corporation (BMC) on 7 November 2024.
During the proceedings, the tribunal asked Doundkar’s lawyer to indicate procedural errors in the evacuation process. However, the bench mentioned that the lawyer reiterated the earlier arguments on June 23, 2008 on June 23, 2008, such as CRZ NOCs such as CRZ NOC or the earlier arguments without producing key documents. The tribunal further questioned why this 2008 NOC was not challenged at the appropriate time.
Along with rejecting the appeal to the NGT, Shah Rukh Khan’s vow renewal project – which involves vertical expansion within the existing regulatory boundaries – is approved to proceed under the conditions mentioned in the MCZMA order.
